Beneath the Fairways: How Charlotte’s York Road Landfill Became Renaissance Park

Today, someone driving along West Tyvola Road in southwest Charlotte might see golfers moving across green fairways, people using nearby athletic fields, and acres of open recreational land only a short distance from Charlotte Douglas International Airport. Nothing about the landscape immediately suggests that this was once one of the places where Charlotte buried an enormous portion of its garbage.

Beneath parts of what is now Harry L. Jones Sr. Golf Course and Renaissance Park lies the former York Road Landfill, one of Charlotte’s principal municipal landfills during a period when the city was rapidly expanding. Engineering studies conducted decades after the landfill closed estimated that approximately six million tons of wastehad been buried there across roughly 128 acres, with refuse reaching an estimated 20 to 50 feet deep in some locations.

Charlotte eventually covered the landfill and transformed the property into a golf course and recreation complex, but covering a landfill does not make it disappear. The garbage beneath the ground continued to decompose and compress, methane continued to form, portions of the property slowly sank, and engineers spent decades dealing with problems that would never occur on an ordinary piece of land.  The history of Renaissance Park is therefore much more interesting than the old Charlotte trivia line that says, “They built a golf course on a garbage dump.” They really did but what happened afterward tells a much larger story about Charlotte’s growth, changing environmental standards and the difficulty of giving a former landfill a second life.

Before the Golf Course, There Was the York Road Landfill

Southwest Charlotte looked dramatically different in the late 1960s. Charlotte Douglas was a much smaller airport, development along South Tryon Street had not reached anything close to its present scale, and large portions of the Steele Creek and York Road area were still rural or lightly developed.  Charlotte, however, was growing quickly, and a growing city produced an enormous amount of garbage.  

City records indicate that Charlotte purchased approximately 105 acres for the York Road landfill in 1968. It did not take long before officials realized that even that amount of land might not be enough. By November 1970, Charlotte Public Works Director Robert Hopson was telling City Council that additional landfill capacity was urgently needed, and the city began considering the acquisition of approximately 90 additional acres adjoining the existing property.  By 1973, the scale of the operation had become remarkable. Hopson told Charlotte City Council that the city was producing more than 1,000 tons of solid waste every day, with approximately 500 truckloads of garbage entering the York Road facility daily.

This was not simply an old-fashioned open dump where trash was pushed into a hole and abandoned. City officials emphasized that York Road had evolved into what was then considered a modern sanitary landfill, where garbage was spread, compacted and covered with soil. Compared with the open dumps common in earlier decades, this represented an improvement in municipal waste management.  Charlotte officials were proud enough of the operation that contemporary visitors reportedly praised York Road as an example of how a landfill could be managed more responsibly.  The people who lived nearby were not nearly as enthusiastic.

Southwest Charlotte Residents Push Back

As Charlotte considered expanding the landfill, residents of the surrounding York Road and Steele Creek communities began objecting.  By 1973, opponents presented a petition carrying approximately 1,500 signatures against additional landfill expansion. Residents told City Council that they believed their part of Mecklenburg County was already carrying more than its share of undesirable public uses. They were living near a growing airport, dealing with aircraft noise and watching Charlotte consider expanding a major garbage facility in the same general area.

People also complained about litter falling or blowing from garbage trucks, debris along surrounding roads and the possibility that landfill operations would continue moving closer to homes and private property.  The debate reflected a problem Charlotte could not easily avoid. Residents understandably did not want an expanding landfill near them, yet the city was generating more than a thousand tons of refuse every day and had to put it somewhere. At the time, few people could have imagined that decades later Charlotte residents would be playing golf on top of that same garbage.

What Happens to a Landfill After It Closes?

One of the misconceptions about landfills is that once they are covered with dirt, the garbage underneath simply becomes inert.  It does not.  Organic material continues decomposing for many years. Because most of that decomposition occurs with little oxygen present, microorganisms produce large quantities of landfill gas, which consists primarily of methane and carbon dioxide along with smaller amounts of other gases.  Methane is particularly important because it is combustible and can travel underground through porous soil. If allowed to accumulate in a confined location, it can create a serious fire or explosion hazard.

Modern landfill-management systems therefore often use wells, pipes, vents and sometimes vacuum systems to collect the gas and move it to a controlled location. Gas can then be flared, treated or, at some landfills, used as an energy source.  The pipes and wells longtime Charlotte residents may remember seeing around Renaissance Park were therefore not random pieces of infrastructure. They were part of the continuing effort to control what was happening beneath the ground.  Interestingly, Charlotte was considering the potential value of that gas before the landfill had even completely closed.

Charlotte Considered Turning the Methane Into Energy

In 1983, Charlotte City Council authorized negotiations involving a proposed landfill-gas development lease with Getty Synthetic Fuels.  The proposal was unusually ambitious. The agreement potentially could have extended for as long as 120 years, and Charlotte was to receive a royalty of at least 12.5 percent of gross proceeds from gas or products recovered from the landfill.  The York Road Landfill ultimately did not become some enormous commercial energy operation, but the proposal shows that officials understood even then that a significant volume of methane-producing material had accumulated beneath the property.  

At roughly the same time, Charlotte was beginning to think about an entirely different future for the site.  Instead of leaving hundreds of acres of former landfill fenced off and unusable, planners wondered whether the property could become a major recreation complex.

From Garbage Dump to Renaissance Park

The idea was ambitious enough that the name chosen for the property seems especially appropriate today: Renaissance Park.  Charlotte hoped to take land associated with garbage trucks, refuse and landfill operations and give it an entirely new purpose. Plans eventually included an 18-hole golf course, tennis facilities, athletic fields, recreation areas, concession and restroom buildings, and maintenance facilities.

Before those facilities could be constructed, however, engineers needed to understand exactly what they were building on. Charlotte records from 1986 describe substantial subsurface investigation because major recreational facilities would be located directly over or alongside former waste-disposal areas.  Construction of the golf course and tennis complex began in August 1986, and the golf course opened in 1987. The course was designed by noted golf-course architect Michael Hurdzan.

From the surface, the transformation was impressive. Grass replaced exposed landfill areas, fairways stretched across land once crossed by garbage trucks, and a property that might otherwise have remained unused became part of Charlotte’s park system.  The challenge was that the old landfill remained underneath everything.  And almost immediately, Charlotte began confronting methane.

The Methane Problem Did Not End With the Landfill

In 1988, Charlotte approved approximately $80,527 for construction of a methane-gas control system at the former York Road Landfill.  Additional gas-management systems followed. By the 1990s, environmental reports were documenting that methane from York Road had migrated onto adjacent property, making collection and control systems necessary. Later records described numerous gas-extraction wells and a flare that could destroy collected landfill gas rather than allowing it to migrate uncontrolled through surrounding soil.

Environmental investigations also identified groundwater contamination associated with the closed landfill. Importantly, testing of private drinking-water wells around affected landfill areas during that period did not show that those wells had been impacted at the time they were sampled, but monitoring of groundwater and landfill gas continued.  Those technical reports explain why people who remember Renaissance Park from earlier decades may recall pipes, wells or other unusual structures appearing around the property.  Most of the time, the methane remained invisible.  On a few occasions, however, it became spectacularly visible.

The Day a Six-Foot Flame Came Out of the Golf Course

One of the strangest episodes in the history of Renaissance Park occurred in 1989, not long after the golf course opened.  A 1997 Discover magazine investigation into recreational facilities constructed on former landfills reported that a flame approximately six feet high erupted from a crack near the sixth green at Renaissance Park. Workers extinguished the fire, but the incident provided an unforgettable demonstration of what was still happening underground.

The golf course looked finished above ground, but the buried garbage underneath it was actively decomposing and producing gas.  Even stranger was another incident several years later.

A Lighter, a Hole and a Methane Fireball

Around 1995, according to the same report, a woman attending a soccer activity at Renaissance Park went to retrieve a ball that had fallen into an eroded hole near a light pole.  Because she could not see clearly into the opening, she reportedly used a pocket lighter.  Methane had collected inside the cavity.  When the flame was introduced, the gas ignited and produced a fireball that knocked her backward. Fortunately, she reportedly suffered only minor burns.  The incident illustrates an important point about landfill methane. The entire park was not covered in explosive gas. The danger occurred when gas traveling through the soil accumulated inside a confined or semi-confined space and then encountered an ignition source.  Following incidents such as these, warning signs discouraging smoking and open flames appeared at landfill parks, while engineers continued improving gas-management systems.  Methane, however, was only one of the problems created by the buried waste.  The ground itself was moving.

The Golf Course Was Literally Moving

Garbage does not remain the same size after it is buried. Organic material decomposes, void spaces between discarded objects collapse, and enormous amounts of refuse slowly compress under their own weight. As that occurs, the ground above a landfill sinks.  The difficulty is that it does not sink evenly.  One area may move only a few inches while another drops several feet. That creates unusual problems for almost any structure built on top of a landfill, but it is particularly troublesome for a golf course, where small differences in elevation can change drainage, irrigation, fairway contours and the slope of putting greens.

By 2017, engineers had enough historical topographic information to measure how much Renaissance Park had changed.  SCS Engineers compared elevations recorded in 2002 and 2015 and determined that portions of the former landfill and golf course had settled approximately one to five feet in just 13 years.  They estimated that decomposition and compression had reduced the volume of the landfill by approximately 240,000 cubic yards during that period.  Even after decades of settlement, engineers did not expect the movement to stop. Their projections suggested that portions of the property could experience approximately another six inches to three feet of settlement over the following 13 years, depending upon the depth and composition of waste in different locations.  These were not simply calculations in an engineering report. The changes were visible on the course itself.

A Golf Green Actually Changed Direction

Hole No. 1 provided one of the clearest examples.  Engineers documented substantial differential settlement across its fairway and green. Between 2002 and 2015, the front portion of the green appeared to settle approximately one foot, while the rear portion fell by more than four feet.  Park personnel believed that the back of the green may actually have dropped closer to six feet.  The difference was so substantial that the green no longer had the shape envisioned by the original golf-course architect.

Hole No. 4 produced an even stranger result. According to county personnel interviewed for the engineering study, the green had originally been designed to slope in one direction. After years of settlement beneath it, the surface had changed enough that the green eventually sloped in the opposite direction.  It is difficult to think of a better illustration of the challenges at Renaissance Park. Grounds crews were not simply maintaining grass, bunkers and trees. They were maintaining a golf course resting on a slowly compressing mass of twentieth-century Charlotte garbage.

As the landfill settled, cart paths cracked, fairways developed depressions, drainage patterns changed and water began collecting in places where it had not previously accumulated. Irrigation and other underground systems also had to deal with soil that could move significantly over time.  In effect, the landfill was slowly redesigning parts of the golf course long after the architect had finished his work.

What Is Actually Buried Beneath the Course?

A major engineering investigation completed in 2017 provides one of the clearest pictures of what lies underground.  Engineers estimated that approximately six million tons of municipal waste had been disposed of at York Road. The documented landfill footprint covered roughly 128 acres, and the buried refuse was believed to reach depths of approximately 20 to 50 feet in many areas.

The garbage is not evenly distributed beneath the entire golf course.  The study found that areas of holes 1 through 10 fall within the documented historic landfill footprint. Holes 11 through 18 generally lie outside the mapped disposal area, although engineers suspected that waste might extend beyond some of the historical boundaries.  Approximately 11 acres of fairway were determined to lie directly over documented waste, along with portions of greens and tees. Engineers estimated that another 20 acres or more of rough may also sit over buried refuse.  Perhaps the most important point is that the garbage was never removed on a large scale before the golf course was constructed.  Charlotte did not dig up six million tons of old refuse and haul it somewhere else.

The waste remained where it had been buried. Engineers covered it, managed the environmental problems associated with it and built the recreational facilities above it.

Even the Grass Could Reveal What Was Happening Underground

The landfill sometimes affected the vegetation growing above it.  During the engineering investigation, sections of turf around holes 6 and 8 appeared stressed. Engineers considered landfill-gas movement into the root zone as one possible explanation and noted mild landfill-gas odors near part of Hole No. 6.

Plants require oxygen around their roots. Methane is not necessarily killing the vegetation because it is directly poisonous to the plant; rather, large amounts of landfill gas moving through soil can displace the oxygen that roots need.  That means apparently ordinary grass can sometimes provide clues that something unusual is occurring many feet below the surface.  And Renaissance Park produced another strange biological phenomenon that maintenance workers reportedly gave a memorable nickname.

“The Blob”

According to the 1997 Discover article, golf-course workers encountered an amber-colored substance that repeatedly appeared in part of the fourth fairway.

They reportedly called it “the Blob.”  The material could be removed or covered, yet it returned. Testing reportedly suggested that it was a form of algae growing where iron-rich liquid was seeping upward from beneath the surface.  Workers also occasionally saw evidence of the landfill itself slowly working its way upward. Old pieces of rubber, including tires and hoses, were reported to appear as settling and erosion altered the relationship between the buried waste and the soil covering it.

It might sound as though garbage was somehow floating upward through the earth, but the explanation is less mysterious. As waste compresses, soil moves, water finds new pathways and the protective cover changes thickness, objects that were once deeply buried can gradually end up much closer to the surface.  The golf course was sitting over an enormous and slowly changing record of what Charlotte had thrown away decades earlier.

Groundwater Became Another Long-Term Concern

Methane attracted attention because it could burn, but groundwater was another important environmental issue.  Beginning in 1979, the U.S. Geological Survey worked with Charlotte and Mecklenburg County to investigate water quality around several local landfill properties. Between 1980 and 1986, researchers collected hundreds of groundwater and surface-water samples from York Road and other landfill sites.

By the late 1990s, Mecklenburg County environmental reporting identified York Road as one of the closed landfills where contaminants had been detected in groundwater, requiring additional assessment and continued monitoring.  Responsibility for those environmental issues did not disappear when the property became a park.  In 1992, operation of Renaissance Park and the golf course was transferred to Mecklenburg County, while the City of Charlotte retained responsibility for environmental issues associated with the old landfill.

That responsibility continued for years. In 2006, Charlotte approved an approximately $379,931 environmental-engineering agreement dealing with issues that included landfill-gas venting systems and groundwater testing.  In 2008, the city approved another $200,000 contract amendment for environmental engineering involving groundwater monitoring, maintenance of gas-control systems and investigation of landfill-gas migration.  In other words, the city did not simply cover the landfill in the 1980s, build a golf course and walk away. Environmental monitoring and engineering continued for decades.

From Renaissance Park Golf Course to Harry L. Jones Sr. Golf Course

For many longtime Charlotte residents, the course will probably always be known as Renaissance Park Golf Course, the name it carried for decades after the York Road Landfill was transformed into recreational property.

That officially changed in 2017.  On June 6 of that year, the Mecklenburg Board of County Commissioners approved renaming the course in honor of Harry L. Jones Sr., the former Mecklenburg County manager.  Today, Harry L. Jones Sr. Golf Course remains at 1525 West Tyvola Road, Charlotte, NC 28217, just west of South Tryon Street and only a short distance from Charlotte Douglas International Airport. It continues operating as an 18-hole public golf course.

Mecklenburg County does not attempt to hide the unusual history of the property. County descriptions acknowledge that the course was constructed over a closed landfill, and that history continues to influence maintenance and long-term planning.  The engineering work completed in 2017 examined several possible ways to address continuing settlement. Some solutions were relatively conventional, such as repeatedly adding soil and regrading areas that had sunk. Others were considerably more aggressive.

One possibility was deep dynamic compaction, an engineering technique in which extremely heavy weights are repeatedly dropped from substantial heights to compress unstable material far below the ground surface. Selective excavation and removal of waste was also considered for particularly troublesome locations.  The fact that engineers were considering techniques of that magnitude approximately thirty years after the golf course opened illustrates how complicated it can be to construct permanent facilities on top of millions of tons of buried refuse.

Why the Methane Pipes and Wells Matter

A closed landfill does not produce methane at the same rate forever. As the easily decomposable organic material gradually disappears, gas production normally declines.  But a landfill as large as York Road can continue producing measurable quantities of gas for many decades.

That is why seeing a pipe, monitoring well or gas-control structure on an old landfill should not automatically be interpreted as evidence that something is dangerously wrong. In many cases, those structures mean precisely the opposite: engineers have created a controlled path for the gas instead of allowing it to travel unpredictably through surrounding soil.

Some landfill systems rely on passive vents that allow gas pressure to escape naturally. Others use active extraction wells connected by piping and vacuum equipment that pulls gas from beneath the property and sends it to a flare or treatment system.  The vents and wells at the former York Road Landfill are therefore part of the hidden infrastructure that allowed Charlotte to make recreational use of the property.

A Park Built on a City’s Past

Renaissance Park is more than an unusual answer to a Charlotte trivia question. It represents a period when rapidly growing American cities were producing enormous quantities of waste while environmental standards and landfill engineering were still developing.  The York Road story also demonstrates one of the most important realities of landfill redevelopment: closing a landfill does not make it disappear.

Long after garbage trucks stopped arriving, Charlotte continued dealing with methane, groundwater, drainage, settlement, cracking pavement and the gradual physical movement of the waste beneath the property. Even roughly three decades after the golf course opened, engineers were still measuring several feet of movement in some locations.  At the same time, the reclamation accomplished something significant.

Land that could easily have remained a fenced-off municipal waste site became a large public recreation area. Over the decades, thousands of Charlotte residents have played golf, soccer and tennis there or used the surrounding park facilities without ever thinking about what lies beneath them.  That transformation is part of what makes the property so interesting. It is simultaneously a successful piece of land reclamation and a reminder that engineering cannot completely erase what happened there before.

One of Charlotte’s Strangest Hidden Histories

Charlotte is filled with places where development has made the past difficult to recognize. Farms became subdivisions, textile mills became apartments and entertainment districts, narrow country roads widened into major thoroughfares, and fields disappeared beneath businesses, highways and airport expansion.

Renaissance Park may be one of the most literal examples of modern Charlotte being built directly on top of an earlier version of itself.  Beneath portions of Harry L. Jones Sr. Golf Course remain an estimated six million tons of refuse, hidden below soil, grass and carefully maintained fairways. Some of the unusual contours across the property have been influenced by the landfill beneath them, while the wells and piping scattered around the site exist because the buried garbage continues producing gas.

Even some of the more colorful stories remembered by longtime Charlotte residents have substantial documentation behind them. There really were methane-management systems. A six-foot flame reportedly emerged near a golf green. Methane accumulated in a hole and ignited when someone introduced a lighter. Portions of the golf course sank several feet, and one green reportedly changed slope so dramatically that it eventually tilted in the opposite direction from its original design.

The next time someone drives along West Tyvola Road and looks across the golf course, it is worth imagining how different that landscape once looked. Instead of golfers and green fairways, hundreds of garbage trucks were arriving each day while bulldozers pushed and compacted Charlotte’s refuse. Nearby residents were appearing before City Council to protest landfill expansion, city officials were trying to find somewhere to put more than a thousand tons of garbage every day, and almost no one could have imagined what the property would eventually become.

Charlotte ultimately chose not to abandon the land. Engineers, planners and park officials attempted something far more ambitious by covering the former landfill, managing the environmental consequences and turning it into public recreation space.  That is how the York Road Landfill became Renaissance Park, and later Harry L. Jones Sr. Golf Course.  Nearly six decades after Charlotte began burying garbage there, the old landfill is largely invisible to anyone passing through the area. Yet beneath the golf course, athletic fields and parkland, the physical remains of an earlier Charlotte are still there.

In that sense, Renaissance Park tells a larger story about the city itself. Charlotte has changed enormously, but cities rarely erase their past completely. Sometimes they simply build the future directly on top of it.
