The airport’s ambitions, however, were beginning to reach farther west toward Charlotte. Earlier plans had called for significant airfield improvements, including a longer runway, additional hangar development and terminal improvements. Charlotte-Monroe Executive Airport was accepted into the FAA Contract Tower Program in 2023, which provides federal support for tower operations once the facility is constructed. In September 2025, FAA specialists worked with Monroe officials using three-dimensional modeling to evaluate potential tower locations and determine the height and sight lines necessary for future operations. The City has until November 2028 to complete construction under the program.

Other airport infrastructure is being improved as well. In January 2025, the City announced that Charlotte-Monroe Executive Airport had been selected for FAA Airport Improvement Program discretionary funding supporting rehabilitation of the airport apron and Taxiway A.
